Recognizes that the Illinois Association of Free & Charitable Clinics operates over 40 clinics across rural and urban areas, providing over 83,000 annual visits to approximately 68,000 patients.

Notes that 896,000 Illinois residents were uninsured in 2016, with Illinois ranking 8th highest in uninsured population nationally at 10.6% of people ages 18-64.

Acknowledges that free and charitable clinics provide medical, dental, pharmaceutical, and mental health services, along with community health education classes.

Expresses gratitude for healthcare volunteers who contribute over 150,000 hours of volunteer medical care annually across Illinois.
