Acknowledges that approximately 65 million Americans have criminal records, with 95% of current inmates eventually released, and one in four adults with records attempting to reenter their communities

Recognizes the "second prison" created by over 48,000 documented social stigmas and legal restrictions that limit access to jobs, education, housing, and other opportunities for formerly incarcerated individuals

Honors communities, organizations, employers, and individuals working to remove unnecessary legal and societal barriers that prevent those with criminal records from becoming productive members of society

Supports the Second Chance Act for providing drug treatment and job training to help former inmates rebuild their lives and reduce recidivism
