Creates the Illinois Community Revitalization Task Force chaired by the Executive Director of the Illinois Housing Development Authority to study blighted properties and recommend strategies for community revitalization.

Task Force comprises 14 members representing municipalities, realtors, home builders, mayors, low-income housing charities, land banks, public safety entities, legal counsel, county governments, and not-for-profit blight reduction organizations, appointed within 60 days of resolution adoption.

Task Force shall meet four times during July, August, September, and October 2018 to identify effects of blighted properties on communities and identify best practices for revitalization.

Illinois Housing Development Authority shall provide administrative support to the Task Force.

Task Force must submit findings and recommendations to the General Assembly by January 1, 2019, after which the Task Force is dissolved.
