HB0004 - Medicaid Doula Services Summary

• Amends the Medical Assistance Article of the Illinois Public Aid Code to include doula services as a covered service under the medical assistance program for eligible recipients.

• Establishes certification and training requirements for doulas seeking reimbursement: must be certified by a nationally recognized entity approved by the Department, complete cultural competency and HIPAA compliance courses, hold CPR certification, and pass federal and state criminal background checks.

• Defines "cultural competency course" as training in cultural sensitivity, respect, and humility that enables doulas to understand and serve diverse clients and families effectively.
