HB0008 - Illinois Medicare for All Health Care Act

• Creates universal health coverage through the Illinois Health Services Program covering all state residents with no deductibles, copayments, or coinsurance for basic covered benefits.

• Establishes the Illinois Health Services Governing Board to administer the program and creates the Illinois Health Services Trust to provide financing through a combination of individual contributions (20%), business contributions (20%), and government funding (60%).

• Covers comprehensive benefits including primary and specialty care, inpatient/outpatient care, emergency care, prescription drugs, dental services, mental health services, long-term care, and vision care.

• Prohibits private health insurers from selling duplicate coverage and bans investor ownership of health delivery facilities, with investor-owners to be compensated for facility losses only (not lost business opportunities).

• Requires electronic claims billing within 5 years and establishes a statewide electronic medical records system within 7 years; effective January 1, 2020.
