• Requires at least one registered pharmacy technician to be on duty whenever pharmacy operations are conducted.

• Establishes prescription filling limits of no more than 10 prescriptions per hour and mandates at least 10 pharmacy technician hours per 100 prescriptions filled.

• Prohibits pharmacies from requiring pharmacists to participate in advertising or activities that jeopardize patient safety or interfere with professional services, including promotional requirements and productivity quotas.

• Requires pharmacies to provide minimum breaks (two 15-minute paid rest breaks and one 30-minute meal period for 7+ hour workdays), maintain break rooms, keep break records, and limit pharmacist work to 8 hours per day; violations result in triple hourly pay penalties.

• Establishes whistleblower protections preventing retaliation against pharmacy employees who disclose violations, provide testimony to authorities, or assist in enforcement proceedings, with available remedies including reinstatement, double back pay, and attorney's fees.

• Requires pharmacies to maintain complete records of all prescription errors, including those resulting in adverse drug interactions or patient health impacts.
