Prohibits the licensing, transfer, use, or sale of prescription records containing patient-identifiable or prescriber-identifiable data for commercial purposes by entities regulated under the Illinois Insurance Code, Pharmacy Practice Act, and Wholesale Drug Distribution Licensing Act

Defines "commercial purpose" as advertising, marketing, promotion, or activities that could influence pharmaceutical sales/market share, evaluate prescriber behavior, or assess pharmaceutical sales force effectiveness

Allows exceptions for pharmacy reimbursement, formulary compliance, care management, utilization review by health care providers or insurers, health care research, and purposes otherwise provided by law

Permits continued dispensing of medications, transmission of prescription information between prescribers and pharmacies, transfers between pharmacies, pharmacy ownership changes, and patient care management communications

Allows collection, use, transfer, or sale of de-identified prescription data aggregated by zip code, geographic region, or medical specialty for commercial purposes
