• Amends the School Code to require school report cards include information on "instruction on character education" as part of curriculum information.

• Modifies Section 27-12 to specify that character education instruction must include teaching respect "including, but not limited to, respect toward a person's race or ethnicity or gender" along with responsibility, fairness, caring, trustworthiness, and citizenship.

• Requires school district report cards to include average daily attendance data for students with individualized education programs and students with 504 plans providing special education services.

• Defines "average daily attendance" as the average actual attendance days during the previous school year for enrolled students subject to compulsory attendance.

• State Superintendent must prepare annual State report cards, school district report cards, and individual school report cards by October 31 of each school year and distribute to all school districts.
