Creates a 4-year uniform admission system pilot program beginning with the 2020-2021 academic year for public universities in Illinois, excluding University of Illinois, Illinois State University, Governors State University, Northeastern Illinois University, and Chicago State University.

Requires institutions to automatically admit first-time freshman applicants who graduated in the top 10% of their high school class, completed college preparatory curriculum requirements, and met ACT or SAT score requirements for the institution.

Mandates institutions treat graduates of nonaccredited private schools the same as public high school graduates for admission purposes, without requiring GED certificates or additional examinations not required of other applicants.

Requires institutions to automatically admit children of police officers, firefighters, or Department of Corrections employees killed or fatally injured in the line of duty if they meet minimum GPA and standardized test score requirements.

Directs the Illinois Student Assistance Commission to develop an outreach program to inform high-performing high school seniors about automatic admission eligibility and available financial assistance opportunities.
