Amends Section 2-607 of the Code of Civil Procedure regarding bills of particulars in civil litigation.

Establishes a 28-day deadline for a pleader to file and serve a bill of particulars after demand, with the requesting party having 28 days to plead after receiving it.

Authorizes courts to award attorney's fees and costs if a pleader fails to timely file a bill of particulars or files an insufficient one, in addition to other remedies like striking the pleading.

Provides a 28-day deadline for the party receiving a demand for a bill of particulars to move the court to deny or modify the demand if they believe they are not entitled to provide it.
