Establishes elected Chicago Board of Education with 15 members starting in 2023 consolidated primary election: 14 district members plus 1 at-large president, replacing the mayoral-appointment system.

Requires board candidates to be U.S. citizens, registered voters, and residents of the city and their electoral district for at least one year immediately before election; prohibits school district employees from serving on the board.

Mandates Chicago City Council subdivide the city into 20 electoral districts by May 31, 2022, with each district compact, contiguous, and substantially equal in population; requires Board of Education to redistrict after each decennial census.

Sets nomination requirements of at least 250 voter signatures for district candidates and 2,500 for at-large candidates; establishes petition filing procedures and ballot lottery system for simultaneous filings.

Adds conflict-of-interest provisions prohibiting board members from holding contracts with the school district and restricting employment with entities they awarded contracts to during their tenure (minimum $25,000 cumulative value).
