Beginning July 1, 2020, the Department of Human Services shall increase reimbursement rates for all child care services to the 75th percentile of the 2018 child care market rates for each geographic region.

Removes the previous provision allowing the Department to set rates by rule and replaces it with a specific mandate tied to 2018 market rate data at the 75th percentile.

Maintains existing eligibility requirements for child care assistance covering TANF recipients, families transitioning from TANF, at-risk families, families with special needs, working families with very low incomes, and non-TANF families needing care for education and training.

Preserves existing co-payment structure requirements based on family income and size, with potential waivers for families at or below federal poverty level.

Allows child care services to be provided through purchase of service contracts, vouchers, or arrangements with community organizations and volunteer groups.
