• Beginning July 1, 2020, families eligible for child care services with income at or below 185% of the federal poverty guidelines must pay a flat $1 co-payment fee for child care services.

• Removes the Department of Human Services' authority to establish variable co-payment scales based on family income, family size, and other factors.

• Eliminates the Department's authorization to raise parent co-payments during fiscal years.

• Allows co-payments to be waived for families whose incomes are at or below the federal poverty level.
