Creates the Office of the Ombudsman for Behavioral Health Access to Care within the Department of Human Services to assist Illinois residents in accessing mental health and substance use disorder treatment services.

Designates an Ombudsman by November 1, 2019, who operates with full independence and autonomy to investigate complaints, track violations, and help consumers and health care providers resolve behavioral health care access and coverage issues.

Requires the Ombudsman to identify and report potential violations of state and federal rules regarding mental health and substance use disorder benefits, including quantitative and non-quantitative treatment limitations.

Mandates the Ombudsman submit annual reports beginning September 1, 2021, to the Governor, Secretary of Human Services, Director of Insurance, and relevant legislative committees detailing actions taken to address behavioral health access issues.

Requires the Director of Insurance to submit biennial reports beginning March 1, 2020, describing methodology for verifying insurance carrier compliance with mental health parity laws and detailing market conduct examinations and corrective actions taken.
