Reduces the educational requirement for Department of State Police officer appointment from 2 years of law enforcement studies to an associate's degree or 60 credit hours at an accredited college or university.

Establishes that military veterans with specific combat service medals or 3+ years of active military duty with honorable discharge are deemed to meet collegiate educational requirements for appointment.

Adds gender-neutral language ("or she") throughout the statute and clarifies that military service requirements cannot disqualify applicants with an associate's degree or 60 credit hours.

Preserves the Board's ability to prescribe additional education prerequisites or requirements for promotion to higher ranks, separate from initial appointment qualifications.

Maintains existing probationary period requirements of 12 months for new officers, with Director discretion to extend up to 6 additional months.
