Amends the Environmental Protection Act to require the Illinois EPA to adopt rules governing corrosion prevention projects on community water supplies, including standards for protective coatings, personnel requirements, and environmental protection measures.

Defines routine maintenance activities for water supplies that are excluded from corrosion prevention rules, including painting fire hydrants, interior/exterior building surfaces, and routine maintenance of pumps, pipes, and tanks.

Requires contracts for corrosion prevention services to comply with the Illinois Procurement Code and include reporting on participation by minorities, women, and veterans in apprenticeship and training programs.

Amends the Illinois Highway Code to allow the Department of Transportation to adopt rules for corrosion prevention projects on eligible bridges, including plans for environmental protection and use of trained personnel specializing in corrosion prevention.

Changes the definition of "eligible bridge" from projects receiving 100% state funding to bridges receiving funding or assistance from municipalities, public-private partnerships, the state, federal government, or combinations thereof.
