Establishes the "Implementation of Legislation Reporting Act" requiring state agencies to report on implementation of new laws that create new benefits or services.

Applies to Public Acts effective on or after July 1, 2019 that mandate state agencies to provide benefits or services not previously required.

Requires implementation reports to include the public act number, effective date, implementing agency name, implementation status, projected completion date, and obstacles delaying implementation.

Mandates state agencies file reports electronically with the House Clerk and Senate Secretary, with reports published on the General Assembly's website.

Takes effect immediately upon becoming law.
