Amends the Cannabis Control Act to establish enhanced criminal penalties for cannabis violations occurring on school grounds, school property, school-contracted transportation, or within 500 feet of school property when minors are present or reasonably expected to be present.

Violating subsection (e) of Section 5 (cannabis delivery) on school grounds is a Class 1 felony with fines not exceeding $200,000.

Violating subsections (d), (c), and (b) of Section 5 on school grounds are Class 2, 3, and 4 felonies respectively, with fines capped at $100,000, $50,000, and $25,000.

Violating subsection (a) of Section 5 (cannabis possession) on school grounds is a Class A misdemeanor.

Excludes from the enhanced penalties any violations occurring in buildings designated as schools but no longer operational or active as schools, including temporarily or permanently closed buildings.
