Removes the provision allowing lawsuits to be filed in any county when all defendants are non-residents of Illinois, and requires courts to dismiss actions where no party is an Illinois resident if another forum has jurisdiction (unless the cause of action primarily arose in Illinois)

Limits venue for corporations and partnerships to counties where they have a registered office or other office, only allowing venue based on "doing business" if no office can be found in the state after due inquiry

Eliminates the special venue rule allowing plaintiffs to sue insurance companies in the plaintiff's county of residence

Raises the threshold for joint and several liability from 25% to 50% fault, meaning defendants found less than 50% at fault are only severally liable for non-medical damages

Caps recovery for medical care, treatment, and caretaking expenses to amounts actually paid or expected to be paid, rather than amounts initially billed by healthcare providers
