Adds new subsection (h-5) to the State Officials and Employees Ethics Act prohibiting General Assembly members who take office on or after the effective date from registering as lobbyists and engaging in lobbying activities with General Assembly members for 2 years after leaving office.

Applies the 2-year cooling-off period only to members taking office after the bill's effective date, not retroactively to current or past members.

Modifies existing "revolving door" restrictions in Section 5-45, which already contained 1-year prohibitions on former state officers and employees accepting employment from entities they directly influenced through contracts or regulatory decisions.

Takes effect immediately upon becoming law.
