Requires LINK cards (electronic benefits transfer cards for SNAP and cash benefits) issued by the Department of Human Services to display the name and photo of the primary cardholder beginning January 1, 2020.

Permits primary cardholders to optionally authorize secondary cardholders, whose names must appear on the card.

Establishes that only the primary cardholder (if photo matches) or secondary cardholders presenting valid photo identification confirming their authorization may use the LINK card for benefits.

Directs the Department of Human Services to begin transitioning to photo-ID LINK cards immediately upon enactment, with the transition completed no later than January 1, 2020.

Takes effect immediately upon becoming law.
