Amends the Personnel Code to require State agencies to give preference to qualified applicants from low-income households or unemployed 6+ months when hiring for full-time temporary positions with expected tenure of 12 to 24 months.

Requires State agencies to give preference to qualified applicants from low-income households who are up to 21 years old and currently attending high school when hiring for internships, student assistant positions, and summer positions.

Allows applicants to self-identify eligibility for preference on applications without requiring them to specify which category (low-income or unemployment status) entitles them to the preference.

Defines "low-income household" by reference to Section 11.05 of the Lead Poisoning Prevention Act and defines "preference" as priority over similarly qualified applicants for placement.
