Creates the Blight Mitigation Act, allowing neighboring property owners to petition courts for title to abandoned residential properties within one-fourth mile on the same street.

Property owner must wait 12 months of continuous abandonment before petitioning for title transfer through court proceedings.

Court shall transfer title if petitioner proves clear and convincing evidence that the property is abandoned, the original owner was made a party to the action, and the property is not listed for sale, in receivership, or under contract.

Defines "abandoned" as property that is tax delinquent for 2 or more years and unoccupied by persons legally in possession.
