HB0191 - Safe Spaces in Public Places Act

• Requires each institution of higher learning to install and operate walk-through metal detectors at all public entrances beginning with the 2020-2021 academic year, and at all public entrances during special events with more than 1,000 attendees.

• Mandates sheriffs maintain walk-through metal detectors at each courthouse entry point and ensure all members of the public (except county employees with credentials) pass through screening.

• Requires school boards to install and operate walk-through metal detectors at all public entrances of schools beginning with the 2020-2021 school year, and at public entrances during special events with more than 1,000 attendees.

• Requires hospitals licensed under the Hospital Licensing Act to maintain metal detectors at each public entrance and screen all members of the public entering (except employees with proper credentials).

• Authorizes the Department of State Police, Board of Higher Education, and State Board of Education to provide training and make grants available to cover purchase and operation costs of the metal detectors.
