• Creates a traffic ticket fine waiver program for defendants unable to pay fines, fees, costs, or court assessments resulting from minor traffic offenses, or who have a suspended driver's license from such offenses.

• Eligible defendants may choose either: (1) convert the amount due into court-approved public/community service at $10 per hour, or (2) receive a partial obligation waiver of 50% or 80% of the total amount due.

• Qualifies for 80% waiver if defendant has available income at or below 125% of the federal poverty level or receives means-based benefits including SSI, TANF, SNAP, or General Assistance.

• Applies only to minor traffic offenses (petty or business offenses) committed within 2 years before the effective date; court must immediately notify the Secretary of State to reinstate any suspended or revoked driver's license.

• Requires the Secretary of State to provide program information on its website and with vehicle registration documents; court clerks must provide applications to defendants upon request.
