Establishes a flat $1 co-payment fee for families eligible for child care services with income at or below 185% of the federal poverty guidelines, effective July 1, 2019.

Eliminates the requirement for the Department of Human Services to establish a tiered co-payment scale based on family income and size.

Removes the Department's authority to raise parent co-payments during fiscal years.

Allows co-payments to be waived for families whose incomes are at or below the federal poverty level.

Takes effect July 1, 2019.
