Amends the Critical Health Problems and Comprehensive Health Education Act to require instruction on mental health and illness that evaluates the relationship between physical and mental health to enhance student understanding, attitudes, and behaviors that promote health, well-being, and human dignity.

Requires training on cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) use in all secondary schools beginning with the 2014-2015 school year, with training standards set by American Red Cross, American Heart Association, or other nationally recognized certifying organizations.

Establishes a matching grant program administered by the State Board of Education to pay half the cost of CPR and AED training for teachers and school personnel, awarded on a first-come, first-serve basis.

Allows school districts to offer support services and instruction for students or students whose parents are chemically dependent as part of existing curricula or after-school programs.

Permits parents or guardians to submit written objection to exempt pupils from AIDS education, family life instruction, CPR training, or AED training, with refusal to participate not grounds for suspension or expulsion.
