HB0207 - Health Care for All Illinois Act

• Creates universal health insurance coverage for all Illinois residents under the Illinois Health Services Program, with enrollment through a simple 2-page application and issuance of an insurance card.

• Covers all medically necessary services including primary care, specialty care, emergency care, prescription drugs, dental services, mental health services, long-term care, and substance abuse treatment with no deductibles or copayments for basic covered benefits.

• Establishes the Illinois Health Services Governing Board to administer the program and creates the Illinois Health Services Trust funded through a combination of state appropriations, progressive income contributions (20% individual, 20% business, 60% government), and federal healthcare funds including Medicaid.

• Prohibits private health insurers from duplicating program coverage and makes investor-ownership of health delivery facilities unlawful; investor-owners at the time of enactment shall receive compensation for their facilities.

• Requires electronic claims submission and a statewide electronic medical records system within 5-7 years; creates a Pharmaceutical and Durable Medical Goods Committee to negotiate drug and supply prices through competitive bidding on an annual basis.

• Takes effect July 1, 2019.
