Creates the Tamms Minimum Security Unit Task Force to study converting the Tamms Minimum Security Unit into a vocational training facility for the Department of Corrections.

Task Force membership includes 11 members: a chair appointed by the Lieutenant Governor, two House members, two Senate members, the Director of Corrections, a labor representative, representatives from Shawnee Community College and Southern Illinois University, the mayor of Tamms, and an Alexander County representative.

Task Force members serve without compensation and must meet at least twice per year, with administrative support provided by the Department of Corrections.

Task Force must submit recommendations to the Governor and General Assembly by December 31, 2020, and is dissolved on January 1, 2021.

The statutory section creating the Task Force is repealed on January 1, 2022.
