• Mandates collaboratives develop integrated service systems featuring coordinated assessment, multiagency plans of care, wraparound services, and individualized rehabilitation services for children under 18 years of age with emotional disturbances or at-risk conditions.

• Allows collaboratives to maximize federal medical assistance reimbursement through designated local expenditures and requires all enhanced federal revenues to be used solely for mental health services or expansion of the target population served.
