HB0242 - Lead in Schools Reporting Act

• Creates the Lead in Schools Reporting Act requiring the Department of Public Health and local departments of public health in Chicago to conduct annual lead testing at all public school facilities in the City of Chicago for lead in paint, dust, soil, and water.

• Requires the Department of Public Health to transmit lead testing results to the State Board of Education and notify the Board if detected lead levels meet unsafe thresholds, including current State or federal action levels for lead in drinking water.

• Mandates that school report cards for school districts organized under Article 34 (Chicago Public Schools) include lead testing results for each individual school and whether any lead levels meet unsafe thresholds deemed unsafe by the Department of Public Health.

• Permits students to transfer from one attendance center to another within or outside the district if any lead levels at their current school meet unsafe thresholds as determined by the Department of Public Health.

• Amends the School Code sections relating to student transfers and school report card requirements to incorporate lead testing data and unsafe lead level notifications.
