Amends the textbook block grant program to require that approved textbooks be non-discriminatory regarding characteristics protected under the Illinois Human Rights Act and must include the roles and contributions of all protected groups.

Requires textbooks purchased under the program to include the roles and contributions of all people protected under the Illinois Human Rights Act.

Modifies the history curriculum requirement in public schools to mandate teaching the roles and contributions of lesbian, gay, bisexual, and transgender people in the history of the United States and Illinois.

Applies the LGBT history curriculum requirement to public schools only, not to other educational institutions.

Updates gender-neutral language in the graduation requirement from eighth grade by changing "he" to "or she."
