Changes the mailing method for notices of application for judgment and sale from registered or certified mail to first-class mail.

Requires the envelope containing the notice to be clearly marked "Notice of Judgment and Sale of Unpaid Property Taxes".

Removes the requirement that the county collector present proof of mailing to the court along with the application for judgment.

Applies the first-class mail requirement to notices sent to lienholders in counties with less than 3,000,000 inhabitants who annually request copies.

Maintains the $10 fee collected from proceeds of each sale or from the taxpayer to cover costs of mailing and advertisement and publication.
