Amends the Illinois Educational Labor Relations Act to clarify the definition of "educational employee" regarding graduate students.

Graduate students who are research assistants primarily performing research duties are excluded from the definition of "student" and thus may qualify as educational employees.

Graduate students who are teaching assistants primarily performing duties involving delivery and support of instruction are excluded from the student definition and may qualify as educational employees.

All other graduate assistants are excluded from employee protections under the Act.

Effective date: January 1, 2020.
