Establishes the Commission on Fiscal Responsibility and Reform with 18 voting members from the private sector, appointed by legislative leaders (3 each from Speaker, House Minority Leader, Senate President, and Senate Minority Leader) and the Governor (6 members, no more than 4 from same party)

Requires the Commission to conduct an in-depth review of executive branch State agencies and provide recommendations on efficiency improvements, cost reductions, managerial accountability, and personnel management

Commission must submit a report to the Governor and General Assembly by October 1, 2020

Creates the Commission on Fiscal Responsibility and Reform Fund to receive private gifts, grants, and donations, with the Commission operating as a 501(c)(4) social welfare organization to minimize cost to the State

Members serve without compensation, and the entire Act repeals on October 1, 2021
