Authorizes the State Superintendent of Education to suspend or revoke the license of any licensed educator who negligently fails to report suspected child abuse or neglect.

Defines negligent failure to report as occurring when an educator personally observes or learns of suspected abuse/neglect, reasonably believes it constitutes abuse/neglect, and without willful intent fails to immediately report to the Department of Children and Family Services.

Allows school boards to immediately dismiss any school district employee (except those licensed under Article 21B) who willfully or negligently fails to report suspected child abuse or neglect as required by the Abused and Neglected Child Reporting Act.

Requires staff development for school personnel in grades K-8 on detecting, reporting, and preventing child abuse and neglect, and mandates posting of the Department of Children and Family Services toll-free reporting number in schools.

Takes effect immediately upon becoming law.
