Amends the Illinois Pension Code to require the Illinois Investment Policy Board to identify all companies that contract to build a border wall pursuant to Executive Order 13767 and include them in the restricted companies list within 6 months of the effective date.

Defines "contract to build a border wall" as entering into a contract with the federal government for construction pursuant to Section 4 of Executive Order 13767.

Requires retirement systems to divest from companies on the restricted companies list (including border wall contractors) within 12 months of a company's appearance on the list and prohibits new acquisitions of restricted company securities.

Directs the Illinois Investment Policy Board to identify border wall contractors using publicly available information, contacting asset managers and institutional investors, and potentially retaining independent research firms.

Exempts retirement systems and the Illinois Investment Policy Board from conflicting statutory or common law obligations, including fiduciary duties, when taking actions in compliance with the bill's divestment requirements.
