Establishes an adult vocational community college scholarship program administered by the Illinois Student Assistance Commission beginning with the 2020-2021 academic year.

Eligibility requires applicants to be over age 30, unemployed and actively job-searching (registered on Department of Employment Security's job-search website for at least 6 months), enrolled or accepted at a local community college, and able to identify a specific training certificate, credential, or associate degree they are pursuing.

Scholarship amounts shall not exceed $2,000 per recipient per academic year and must cover tuition and fees, but when combined with other financial assistance cannot exceed the total cost of attendance.

Allows re-application if applicants demonstrate continual progress in grades and attendance toward their desired credential or degree.

Commission may use up to 2% of appropriated funds for program administration and shall establish application forms and required supporting documents.
