Expands the definition of "disclosable payment" under the Local Government Wage Increase Transparency Act to explicitly include accumulated sick leave

Applies to IMRF (Illinois Municipal Retirement Fund) participating employees who began participation before January 1, 2011 and are not covered by collective bargaining agreements

Requires local government employers to publicly discuss and disclose certain payments made to employees between 12 months and 90 days before retirement that increase monthly earnings by more than 6%

Mandates disclosure of employee identity, payment purpose and amount, proposed retirement date, effect on retirement annuity, and effect on employer liability to the pension fund

Takes effect immediately upon becoming law (Public Act 101-0228)
