• Applies the Property Tax Extension Limitation Law (PTELL) to all taxing districts statewide, including home rule units, beginning with the 2019 levy year.

• Eliminates the ability of counties to hold referenda to apply or remove PTELL for non-home rule districts in taxable year 2019 and thereafter.
