Prohibits non-home rule units within designated counties (Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will) from enacting or enforcing automated traffic law enforcement systems for red light violations effective January 1, 2021.

Restricts automated traffic law enforcement systems to home rule municipalities within the designated counties after January 1, 2021, while allowing counties and non-home rule municipalities to continue existing systems until that date.

Prohibits local governments from issuing automated traffic violations when a vehicle comes to a complete stop and does not enter the intersection, unless pedestrians or bicyclists are present.

Exempts counties and municipalities with less than 2,000,000 inhabitants from issuing automated violations against motorcyclists when a red signal fails to change within 120 seconds due to signal malfunction or failure to detect the motorcycle.

Requires yellow change intervals at intersections with automated enforcement to conform to Illinois Manual on Uniform Traffic Control Devices and mandates statistical analysis of safety impact following system installation.
