Department of Transportation shall conduct a study evaluating automated traffic law enforcement systems within 30 days of the bill's effective date and file a report with the General Assembly by December 31, 2019.

Report must include input from local law enforcement on the operation, usage, permit process, and regulation of automated traffic law enforcement systems, along with any recommendations deemed necessary by the Department.

Amends the Illinois Vehicle Code (625 ILCS 5/11-208.6) to establish comprehensive regulations for red light camera systems in Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties and their municipalities.

Civil penalties for red light camera violations capped at $100, plus additional $100 penalty for failure to pay or complete traffic education program; violations do not appear on driving record.

Municipalities and counties operating red light cameras must post signage at monitored intersections, maintain yellow signal intervals per state standards, conduct safety impact studies, and make recorded violation images accessible to alleged violators via website.
