Creates the High School Interscholastic Association Commission as a state executive agency under the Governor to oversee and regulate high school interscholastic athletics, replacing the Illinois High School Association for grades 9-12

Prohibits public schools, nonpublic schools, and charter schools with grades 9-12 from paying membership dues or fees to any athletic organization other than the new Commission, effective with the 2020-2021 school year

Commission consists of 5 members appointed by the Governor (who serves as chair), Speaker of the House, Senate President, and minority leaders of both chambers, each serving 3-year terms with no compensation

Requires the Auditor General to conduct annual compliance, financial, and performance audits of the Commission beginning July 1, 2021

Mandates annual reports to the Governor and General Assembly by August 1 each year detailing Commission performance, audit results, and contracts entered during the previous year
