• Requires charter schools operating within Chicago to be administered by a local school council with the same powers as councils in public schools.

• Establishes the LSC Certification Commission as an independent body to provide mandatory 3-day training to local school council members and certify each member within 6 months of taking office.

• Expands student representation on local school councils by requiring one full-time student member on any attendance center enrolling students in 7th or 8th grade, in addition to secondary schools.

• Requires a supermajority vote of 8 local school council members to veto any action proposed or approved regarding schools placed on probation and intervention actions by the Chicago Schools Academic Accountability Council.

• Requires the Chicago Board of Education to budget and distribute funds equal to prior year allocations for local school council member certification upon request by the LSC Certification Commission.
