Amends the Good Samaritan Act to add Section 77, providing liability exemptions for not-for-profit organizations and volunteers providing temporary or emergency shelter to homeless persons.

Shields organizations, volunteers, employees, and other persons on the property from civil liability for acts or omissions while providing shelter, except in cases of gross negligence.

Applies only to shelter provided without fee for no more than 60 days or nights per year to persons experiencing homelessness.

Limits applicability to temporary or emergency shelters operated in Kankakee County.

Excludes organizations whose primary purpose is providing shelter to homeless persons from the liability exemption.
