• Permits residents in community-integrated living arrangements and developmental disability facilities to install electronic monitoring devices (video cameras and/or audio recorders) in their rooms with written consent from the resident, their guardian, or parent if under 18.

• Requires written consent from any roommate before monitoring begins; if a new roommate does not consent, staff must turn off the device, and monitoring cannot resume until the new roommate agrees.

• Residents bear all costs for purchasing, installing, and maintaining monitoring devices; devices must be in conspicuous locations and comply with National Fire Protection Association (NFPA) 101 Life Safety Code standards.

• Prohibits staff access to recordings without resident consent and restricts dissemination of recordings to purposes related to resident health, safety, or welfare; recordings may be admitted as evidence in legal proceedings if unedited with date and time stamps.
