Allows townships in McHenry County to dissolve by voter referendum, with all property, assets, personnel, obligations, and liabilities transferring to McHenry County.

Requires dissolution petitions to be filed 122 days before election, signed by either 5% of voters from the prior comparable election or 250 signatures, whichever is larger.

Establishes that dissolved township funds and facilities must be used solely for the benefit of the former township's geographic area, with McHenry County capped at extending 90% of the prior township property tax levy.

Permits municipalities within dissolved township boundaries to assume road district powers and responsibilities within 60 days of dissolution; if no municipality accepts, McHenry County retains those duties.

Amends motor fuel tax distribution to route funds that would have gone to a dissolved McHenry County township to the county instead, except where municipalities assume road district responsibilities.
