Creates a Worker Protection Unit within the Illinois Attorney General's Office staffed with Assistant Attorneys General to investigate and enforce violations of the Prevailing Wage Act, Employee Classification Act, Minimum Wage Law, Day and Temporary Labor Services Act, and Wage Payment and Collection Act.

Grants the Attorney General independent authority to initiate civil or criminal legal proceedings in circuit court to protect worker and business interests, including power to require statements under oath, examine witnesses, and issue subpoenas during investigations.

Authorizes the Attorney General to seek monetary damages, restitution, injunctions, and civil penalties up to the amount specified in the violated statute, with a restriction preventing aggrieved individuals from recovering monetary relief in more than one proceeding.

Establishes a Worker Protection Task Force coordinated by the Attorney General and composed of elected State's Attorneys across Illinois to share information, develop investigation strategies, and conduct outreach regarding worker exploitation and the underground economy.

Requires the Task Force to submit a progress report to the Governor and General Assembly by December 1, 2020, and repeals the Task Force on December 1, 2021.
