Requires the Parole Division and Prisoner Review Board to adopt evidence-based supervision practices with mandatory benchmarks: 25% of supervised individuals within 1 year, 50% within 3 years, and 75% within 5 years of implementing a statewide standardized risk assessment tool.

Mandates standardized case plans for offenders based on their risks, assets, and needs that follow individuals through the criminal justice system and must be continuously updated based on program participation and behavior modification.

Establishes a graduated response system for supervision violations with presumptive sanctions, positive reinforcements for compliance, and responses to violations within 3 working days of detection.

Requires the Department of Corrections to implement evidence-based in-prison programming with the same participation benchmarks (25%, 50%, 75%) and establish education programs with a teacher-to-student ratio of no more than 1:30.

Mandates annual public reporting by the Department of Corrections and Prisoner Review Board on electronic and GPS monitoring usage, including demographic data, offense classes, monitoring conditions, violations, and residential locations.
