Amends Section 70 of the Higher Education Student Assistance Act to modify administration of scholarship and grant programs for higher education institutions.

Clarifies that institutions receiving scholarship and grant payments must provide facilities and instruction to students on the same terms as other students, and must maintain records demonstrating student eligibility.

Allows institutions that received payments for each of the last 5 years to request advance payments of up to 75% of announced awards for the current term, adjusted for attrition rates based on enrollment on the 10th class day.

Establishes procedures for overpayment recovery, allowing the Commission to reduce subsequent payments or require institutions to refund excess advance payments received.

Simplifies privacy protections by removing specific reference to Free Application for Federal Student Aid (FAFSA) while maintaining exemption of applicant and recipient personal identity and address information from Freedom of Information Act disclosure, with exceptions for State Scholars publications and aggregate data.
